Are lawn pads optional during installation?

Yes, for most of artificial grass installations, lawn pads are optional except for public playground projects which are designed to have certain fall ratings: such safety requirements are generally incorporated in a turf project design, and lawn pads must be used per design. However, for any normal projects or most of residential turf installations, lawn pads are not required.
